Hiring Incentive Programs

Numerous employment incentive programs exist to help businesses hire new staff. The application processes for these incentives are often onerous. Our member agencies can provide you with information about these incentives and help you and your new employee(s) navigate through this entire process.

ACFO receives funding from the Ministry of Training, Colleges and Universities to run the Targeted Wage Subsidy (TWS), Job Connect (JC) and Summer Jobs Service (SJS) programs. These free programs assist individuals who fit the required criteria find work.

The TWS Program enables employers to hire individuals who face barriers to employment and whom employers would not otherwise hire by offering temporary wage subsidies. The JC and SJS Programs give employers access to a database of potential employees and offer wage subsidies towards the cost of training these new recruits.

Goodwill Career Centre receives funding from the Ministry of Training, Colleges & Universities to run the Job Creation Partnership (JCP) and Targeted Wage Subsidy (TWS) programs that help eligible recipients transition back into the workforce. These hiring incentive programs enable employers to hire individuals who they would not normally be able to hire.

The Ministry of Training, Colleges and Universities, along with the Ministry of Education, is responsible for the administration of laws relating to education and skills training. The Ministry, under the umbrella of Employment Ontario, funds many programs in the employment and training sector and offers a number of hiring incentives for local employers. These include Targeted Wage Subsidies (TWS), Job Creation Partnerships (JCP), Apprenticeship Programs and Summer Jobs Service (SJS). These programs are run through community organizations, such as ESCLM members ACFO, Fanshawe College, Goodwill Career Centres, Oneida Nation of the Thames, and Youth Opportunities Unlimited.

Pathways assists individuals to overcome barriers to meaningful employment. It runs a Community Volunteer Placement program and co-op placements for participants of its Construction, Property Maintenance and Light Industrial Training programs. Employers who participate in these programs have access to a pool of qualified individuals and have the opportunity to ‘try out’ potential employees to see if they are a good fit for their organization.

WIL runs a Volunteer Placement Program for individuals who have completed WIL’s Employment Preparation Program. These 8 week placements provide employers with an opportunity to assess the skills and qualifications of WIL’s clientele without making a financial commitment.  Employers do not pay any wages and WSIB premiums are covered by the program.
