ESCLM created OneClient as a way to evaluate and measure the performance and operations of its member agencies to ensure the existence of a client-focused continuum of services and to give assurance to all members that clients are be treated with the same standard of respect and quality of service when referred to other agencies and service providers in the community.
Our new OneClient system supports developing resources, tools, best practices and ways to effectively measure outcomes for exceeding Employment Ontario and/or other government funded program objectives of consistency and continuous improvement.
Through the network of Employment Service (ES) providers, we believe this model represents a leading practice in the industry as OneClient aligns and strengthens employment and training services to clients, agencies and employers by:
• Describing services in a language which is consistent with the definitions accepted by other service providers, clients, funders and employers in the community.
• Ensuring consistent and reliable customer experiences by creating service delivery standards for employment and training service program components.
• Developing a system for implementing and measuring the service delivery standards.
• Enhancing client service by ensuring that complete, high quality and easily accessible services are provided in each of the employment and training components that are offered.
• Demonstrating to clients, funders, employers and other service providers that the agency provides consistent, benchmarked quality of service within a specific regional area.

In 1999, ESCLM with significant collaboration with consultants, member agencies, clients, and funders, initiated and led the development of the Service Delivery Standards for the purpose of (a) strengthening employment and training service to participants by ensuring that complete and high quality services are provided by its member agencies, and (b) demonstrating to clients, funders, employers, and other service providers that these services provide the accepted quality of service for the London Middlesex area.
Through a project funded by the Employment Ontario Network Development Fund, ESCLM was able to upgrade the Service Delivery Standards. The second phase of our project sought to ensure that the Standards and their application for employment and training agencies were current and supported and reflected provincial expectations while being sensitive to regional needs. The result is revised Standards built on the capacity of this regional network of agencies to address current and future directions of an integrated Ontario employment and training system. The Standards ensure quality, consistent, reliable and client-centred approach to serving clients as well as serve as a benchmark for services, agencies and funders.

On Friday January 29th, 2010, the Employment Sector Council of London Middlesex (ESCLM) recognized 13 local non-profit and public employment sector agencies that have been successful in achieving certification in the council's Service Delivery Standards.
Service Delivery Standards are unique to the London region, and benefit our community by establishing clear and measurable benchmarks for quality, consistency and reliability in the provision of employment and training supports for local job seekers. The standards also enhance the strength of our community's referral network - addressing and sustaining the council's principle of "no wrong door" for job seekers in need of employment and training supports.
Local non profit agencies receiving certification include: ATN Access Inc (ATN); City of London CLEAR Project; Goodwill Industries; Hutton House; Job Search Strategies; London Employment Help Centre (LEHC); London Training Centre; Leads Employment Services; Pathways Skill Development; Quad County Support Services; Quest Centre; WIL Employment Connections (WIL); and Youth Opportunities Unlimited (YOU).
