 An Integrated Employment Service Delivery Network Review

The Employment Sector Council London-Middlesex is one voice for the London Region employment and training sector. Since its inception in 1992, the ESCLM has facilitated and supported labour market adjustment and quality client service delivery planning, and built the capacity of its community to address future skills requirements and prevent skills shortages.  The ESCLM has developed into a community-based umbrella organization operating with credibility in the employment and training sector.  ESCLM members collaborate, in spite of organizational imperatives, to work together as organizations to help individual clients to be more resilient in the face of economic changes.

The recent proposed transformation of Ontario employment delivery service systems provides impetus for the ESCLM to review the current nature and structure of its own network.  Comprising a unique, local and dynamic network, ESCLM members have participated in recent measurement, analysis, and review of network responsiveness, effectiveness, and efficiency, for the purpose of maintaining and enhancing its commitment to an integrated client-centred service delivery system.

The outcome is the ESCLM Service Review or Service Map which examines the nature and structure of the ESCLM agency employment and training supports and services, client groups, and the organization, employer and community partnerships that exist for the London and Region community.  Challenges and opportunities associated with Employment Ontario promotion of an integrated service delivery framework are identified, particularly as they pertain to enhanced ESCLM planning and response.
